Job Description

Position Summary: As part of a Mayoral initiative to improve oversight and engagement with nonprofit organizations, New York City Public Schools (NYCPS) seeks a visionary Chief Nonprofit Officer to liase with the Mayor's Office of Nonprofit Services (MONS) and the Mayor's Office of Contract Services (MOCS). The Chief Nonprofit Officer will be responsible for coordinating with MONS and MOCS to improve services, provide quality customer service in response to outreach from nonprofits, and expedite payments and communications with nonprofits.

The Chief Nonprofit Officer will be responsible for providing and being accountable for key agency performance data, representing the agency to nonprofits and responding in a timely manner to outreach from nonprofits, serving as a constituent-oriented liaison that can help nonprofit organizations navigate city policies and guidance as it relates to payments and procurement, and performing other tasks as necessary to support the city's overall mission to ensure nonprofits are paid for work performed pursuant to city contracts and other funding opportunities in a timely manner. Reports to: Chancellor, along with line responsibilities to MONS and MOCS

Key Relationships: Office of the Chancellor, City Hall, CFO, Mayor’s Office of Nonprofit Services (MONS), Mayor’s Office of Contract Services (MOCS), Corporation Counsel, Office of the General Counsel (OGC), Law Department, Office of Management and Budget (OMB), Office of Equal Opportunity (OEO), Office of the NYC Comptroller, Department of Small Business Services, external vendors and nonprofit organizations.

Responsibilities

  • Maintain inventory and database of all nonprofit partners
  • Identify and assess organizations that align with NYC Public Schools goals and implement strategic plans to support them. Establish and maintain relationships with nonprofit organizations and community leaders to ensure effective collaboration and support of significant initiatives.
  • Develop strategies and initiatives for reporting and monitoring nonprofit communication.
  • Provide input and advice in creation of plans to ensure that nonprofit strategy and goals are aligned across NYC Public Schools programs.
  • Help elevate and develop policy reforms for discussion at weekly convenings of City Hall leadership.
  • Provide support to NYCPS senior leadership and divisions to build awareness and use of nonprofit partnerships.
  • Consult with programs to assist in developing action plans to address identified systemic barriers.
  • Communicate nonprofit goals to Executive staff, directors, deputy directors and managers.
  • Provide programs of city-wide scope to maintain and attract nonprofit partnerships and stimulate growth of these partnerships.
  • Represent senior NYCPS leadership at high level meetings with inter-agency committees and with governmental, civic, and private institutions; prepare reports as required.
  • Develop systems and processes for obtaining, reviewing and compiling data related to nonprofit programs and records.
  • Work in partnership with NYCPS program, administrative, and operational units to ensure compliance with pertinent Chancellor regulations and laws.
  • Coordinate and provide technical assistance and training and provide implementation support to program activities.
  • Participate in diversity and other public relations panels, job fairs, diversity focused programs, and other related program activities to expand and increase awareness of nonprofit partnerships.
  • Plan, coordinate, and/or attend workshops, conferences, hearings, and meetings on behalf of NYC Public Schools.
  • Supervise the collection and analysis of information from NYCPS and/or community, which may suggest modification to existing or proposed legislation, policies, or procedures.
  • Work to maintain favorable public relations.
  • Focus planning on the people-side of change management, including developing and changing processes and systems plans that maximize engagement and adoption.
  • Initiate and manage overall agency-wide strategic plan, policy, and implementation strategies and programs for nonprofits and applicable diversity and inclusion programs.
  • Spearhead major initiatives and efforts across the administration to reduce barriers to entry and to lead NYCPS towards projected metrics.
  • Develop new procedures, control and reporting mechanisms as necessary, including development of user guides for internal constituencies; collaborate with NYCPS clients to evaluate program needs and recommend effective approaches.
  • Create and foster effective relationships with community groups and professional associations; conduct analysis to identify nonprofits who can be qualified partners with the DOE.
  • Analyze the effectiveness of community outreach programs and evaluate needs for expanding and/or areas in need of improvements.

Qualification Requirements

Minimum

  • A Baccalaureate degree from an accredited college or university in public administration, business administration, education administration, personnel administration, management or a related field and four years of satisfactory, responsible, full-time experience in any of the above areas or in another area of specialization applicable to the position, at least 18 months of which must have been in an administrative, consultative, managerial or executive capacity; or
  • Education and/or experience equivalent to “1” above. However, all candidates must possess the 18 months of administrative, consultative, managerial or executive experience as described above.

Preferred

  • Excellent writing and communication skills, including experience writing briefing memos for senior management.
  • Superior organizational, analytical, verbal, and mathematical skills and the ability to work in a proactive, independent manner.
  • Experience in the creation and implementation of diversity initiatives.
  • Successful experience building a team environment.
  • Highly skilled in Microsoft Office applications, including Outlook, Word, and Excel.
  • Master’s Degree preferred.

Salary : $185,000 - $200,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
